Key recommendations:

  • Find funding to help centers meet new quality standards and create financial incentives separate from the subsidy program;
  • Funding for professional development and wage increases should be part of the quality enhancement funding structure;
  • Redesign the top tiers of the quality rating system as they are prohibitive for centers serving a majority of low-income children to meet; and
  • Further study of low-income child care providers is needed.
